Why report on 101 to give them time to get away or because no police in Droitwich? Why not call 999?

Because 999 is for emergencies, and I don't think someone is going to die because a few kids are having a beer, although they might do if someone can't get through on 999 to report a serious accident because some fool has tied up the line wittering on about kids in park maybe?
