Multi million pound shopping centre for city

A RUN-DOWN part of Worcester will be transformed into a thriving £75m shopping centre following a landmark decision.

The city council has approved a massive regeneration scheme for Lowesmoor, which will create 1,000 new jobs.

A total of 13 new shops, 10 apartments, office space and a restaurant is planned for the area, bordered by Silver Street, Lowesmoor, Pheasant Street and St Martin's Gate.

The project is seen as one of the biggest makeovers in the modern history of the Faithful City and was approved at a meeting of the city council's planning committee at the Guildhall.

Historic buildings on the site will be retained and converted as part of the scheme, which is being spearheaded by supermarket giant ASDA.

The Territorial Army, which has its base in Silver Street, will relocate to the historic Vinegar Works, while a new 535 multi-storey car park will replace a building currently occupied by a Stonemasons.

The former Hills and Evans Vinegar Works dates back to the mid 19th century and was the biggest of its type, producing two million gallons of malt vinegar a year.

One of the most impressive buildings in the city, it will be used to house the 214 Battle Royal Artillery volunteers.

The Fermenting Shed will be retained under the scheme, which will provide four of the shops, while County Furnishing cellars will be converted into a restaurant.

The Cooperage building will become a retail shop and Graingers Porcelain Works will become three two-bed flats.

The ASDA food store will have 5,619 square metres of floor space over two floors, and be accessed from the corner of Silver Street and Lowesmoor.

Number 18-20 Silver Street, a listed building, will also be converted into a retail unit with office space above.

A total of six new buildings will be created on the site to make up the remainder of the development, with 19 unused buildings being demolished.

Coun Francis Lankester, cabinet member for safer and stronger communities, said: "This is a great addition to our city's vitality and economic prosperity.

"All in all this has been an area crying out for development, and I hope this will be the means by which the whole of Lowesmoor goes up, and stays up.

"I've got no problem with ASDA, after all we want to attract people into the city rather than have them shop outside it."

Coun Geoff Williams said: "This will prompt the regeneration of the area, which has been considerably run down for some time, and Lowesmoor in general."

Ex-Mayor Coun Aubrey Tarbuck called it "one of the most exciting developments" the Faithful City has seen.

He said: "This has been on the cards for maybe 40 years, (since the Vinegar works closed), it's one of the most exciting developments for many years.

"I wholeheartedly support it and look forward to its fruition."

The whole site will be given a unique landscape, with the demarcation of tram lines throughout to interpret the historical nature of it.

It will also mean new crossings created on Pheasant Street, St Martin's and City Walls Road to make access better.

The green light signals several years of work in drawing up the plans, which are spearheaded by Carilion Richardson Partnership.

Managing director Lee Richardson said: "We are delighted the scheme has received the endorsement of the city and look forward to creating a dynamic retail centre which will contribute to the increasing vitality of Worcester."

The new ASDA and other shops will be open in 2009.

A spokeswoman for ASDA said: "We are obviously delighted with the decision and look forward to coming to Worcester."

Well Arty I hope you are right but the artists impression says it all.Cheap,unimaginative formulaic crap of the sort you can see on any fly-blown industrial estate across Britain.
And what`s happening to the vinegar works?A very interesting,well constructed building is being turned into car parking and a Territorial Army base which could be placed anywhere.
But listen to the dim-witted morons on our Council (and the great steaming turd-brained wally who writes the Worcester News editorials) talking excitedly about this wonderful new dawn in Worcester`s history. The final chapter in the Rape of Worcester begins!!

Can`t you cretins see that once again a devaloper is taking us to cleaners?
Go and look at the plans and ask yourselves if this is the best use of that site.
Look around you. Join the Civic Society.Ask local architects.
And please don`t swallow the "progress"crap. I`ve watched one dreadful development after another sold to Worcester people as progress and everyone now regrets their third rate disfiguiring existence. You emigrate--I`m here for good!

Having recently moved from Norwich to Worcester I welcome the news. Norwich under went a similar transformation (of which some small minded people were opposed to) and now has 2 great shopping malls which attracts visitors from all over the UK and created lots of jobs.And at last an Asda (hopefully open 24hrs) all we need now is a KFC and I will be very happy

Dear oh dear Free Thinker, you obviously have some serious personal issues that you need to deal with. If you think Worcester just has a "seedy collection of charity shops and fly by night tatt emporia"then why is this development not a good thing? and why do you still live here? I visited the USA in November and was not impressed with its 'fast food' I prefer to eat alot healthier but I was impressed with its shopping malls and how polite and welcome we were made to feel. Just because occasionally I might like a KFC it does not mean that I am a "philistine wallie" So what is your view on people that have 'traditional english' fish & chips should they emigrate??

Whats the problem? I've been out of Worcester for 3 years,then returned to work in the City where I've found that nothing has changed. This new regeneration will bring new life into the area, so good luck to the council. The only problem which may arise is that this is a high drug crime area which may facilitate ongoing drug related problems.

Whats the problem? I've been out of Worcester for 3 years,then returned to work in the City where I've found that nothing has changed. All areas have drug problems now but my guess is that Lowesmoor may improve in that respect.
It`s some fifteen years since I walked round Los Angeles for an experiment and I agree that the shopping malls are pleasant.What you may not realise is that those malls exclude a lot of people( with security measures) because there are millions of poor druggies and criminals roaming about the areas I walked around.
Will ASDA regenerate Lowesmoor? Will it provide 24 hour shopping or will those who live and try to sleep at night have other ideas?My guess is it will soon become fortress ASDA--a gated shopping mall.
OK change is not a bad thing per se but lets not kid ourselves this development is the best we could have had.
Look at the artists impression and ask yourself what it will look like with chip papers blowing about.
Then walk around Worcester and see how many shops we already have that barely make a living and are likely to close down within months on a regular cycle which old Worcester gits like myself have seen happen over and over again.
Sainsbury`s have a supermarket in town.What will happen to that once cut throat ASDA open up?
There`s a sort of commercial ecology in a town which profit driven individual businesses dont always understand--brcause they are run by managers who live far away.
HA Fox moved here,like so many high end traders before them,and caught a cold.
I truly hope you are right and I am wrong but Worcester`s long term problem has been insuficient local wealth to support high quality shops and other services.A lot hangs on the University somehow generating commercial activity now our industry is largely gone.Tourism is endlessly proposed as another cash generator but lets get real folks!

In most cities large supermarkets are built on the outskirts as are DIY shops (Tallow Hill) and bypasses are built AROUND cities (City Walls Road). At least Worcester is different!

Bringing KFC into the discussion shows that social equality has some way to go in the Faithful City.

Maybe people like Free Thinker and myself are wrong and that the ASDA Vinegar Works will become a tourist attraction.

How about a science park (Worcester is after all a node on the Cetral Technology Belt)? How about some high-qaulity office space (a mini Brindley Place)? We need to attract more skilled jobs into the city....! The council must stop building retail and parking - it cannot go on.

and and so have the power to decline exciting opportunities to have another fast indegestion outlet owned by Whoopsie Burger Corp. of Illinois or a household goods store owned by Pile it High Sell it Cheap Discount Solutions of Scunthorpe.
So the appearance and standard of their town is not handed over to a load of spivs who don`t care a **** so long as they make an immediate profit!

if you want to see a showcase of charity shops and tatt emporia come to droitwich but dont forget your change as you will have to pay to use our shops. better bring lots of change if you want to stay for more than an hour. welcome asda as competition for tesco and sainsbury. just dont charge for parking!!

This new developemnt suffers from lack of foresight. The regeneration of the area has not been initiated by the local authorities but by a developer. The Lowesmoor area is a logical step in the cycle of regernation that should keep going all the way up to Shrub Hill Station including the improvement of the station itself. However, each step is led by a developer and in this instance one of the worst kind of developers in the region. The Richardsons will be developing this area because they will make a very good profit - that is what they do best in Birmingham. This is not the best solution to the site but simply the only offer on the table.
What could it have been? That close to the city centre and the station - could this have been a smaller Brindley Place? A cultural quarter, perhaps, with a performance venue? The vinegar works would have been a great concert hall.
I think this is an oppotunity thrown away and the number of sites of similar size and potential in the city centre are almost all gone or too complex to develop. Not excactly a 'rape' of Worcester, or even lack of vision, just a general disinterest within local government.

Perhaps "Free thinker" should curb his thinking now ... we get your point thank you! Personally I am pleased to see Lowesmoor will be redeveloped and I hope that all the partners responsible for bringing this development to fruition will achieve what we all hope they will. As for Worcester being able to support more retail development, perhaps the housing projects planned for the city will help out. Another controversial issue I know, but welcome (in my opinion), as long as the necessary infrastructure improvements and enhancement of public transport is made at the same time. I am personally trying to hold confidence that those officers working for the respective County and City councils will do a good job - they take a lot of flack from folk but they are normal people nonetheless and I don't envy the jobs they do. Stop thinking like a suburb of Birmingham and create a Worcester that can hold its head up high. I spent 10 years living in Worcester and the people are unfriendly,unwelcoming, un-adventurous, stuck in a rut and apathetic. It's your city, you made it like it is. I didn't like it so I left and didn't look back for a moment.

Yes true,a lot of shops are outclassed and going empty cossa online shopping,so yes,YES YES YES ONLINE SHOPPING,YESSSSSS!,far better prices and less car pollution in travel!!!!!!

Arse Banger has a point. Lets save the planet by ordering on line and closing all the shops.A slight hitch might be that all those lorries and vans delivering individual items to everyones homes might not be very ecologically sound. Oh,I see,so many retail workers would be out of work that they couldn`t buy anything on the internet and so less van miles would reduce pollution.

OK, Although possibly not the greatest usage of the area in terms of what could have been done, but thank goodness SOMETHING is being done with this delapidated area, it will start bringing Worcester together with the new retail parks by the old bus garage through to the city centre. Of course now that permission has been granted, the area will be revitalised, shops can then be changed later on, it has taken 40 years to get this far, let's be grateful that the Council have finally realised that something needed to be done, development plans have been underway for 7 years now, OK an Asda not my first choice, but so what. It can be changed later on. I am pleased that this area will be refurbished
