Immigration offender Piotr Kij left Worcester voluntarily after being served papers by the UK Borders Agency

A POLISH national who caused ongoing crime and disorder in Worcester has been removed from the city.
Unemployed Piotr Kij, aged 37, of no fixed abode, was subject to removal action by the UK Border Agency (UKBA) following a request by West Mercia Police.
Since arriving in Worcester in 2010, Kij mostly slept rough and was involved in many violent and disorder incidents as well as thefts and using threatening words and behaviour.
He was arrested 34 times and convicted of 28 offences.
Kij was served with papers by UKBA officers as an immigration offender notifying him he faced enforced removal, which led to him leaving voluntarily last week.
Under legislation enacted in 2006, European nationals living in other European Economic Area countries who are not working and unable to support themselves can be deported.
Kij was informed by UKBA that he was failing to fulfil his treaty rights.
Sergeant Carl Jones of the Cathedral Local Policing Team, which covers Worcester city centre, said: “Since arriving in Worcester, Kij has been consistently violent and offensive, usually when drunk, to the extent he was considered one of our priority offenders in South Worcestershire.
“This man is not typical of the Polish community in Worcester and his behaviour was damaging the reputation of our eastern European communities. I know that people in the local Polish community are pleased to see him gone.
“His removal will also protect from harm many homeless people, who are a vulnerable group.”
As previously reported in your Worcester News, Piotr Ziobro, who caused two years of crime and disorder in Worcester, was deported back to Poland by West Mercia Police and the UK Border Agency last year.
The 23-year-old, a rough sleeper with no fixed address, had been arrested 21 times and convicted of more than 30 offences relating to violence and disorder incidents, thefts and using threatening words and behaviour since arriving in Worcester in late 2009.

Why on earth have our courts and agencies allowed this to go on for SO long.....?
After 5 offences surely the pattern could be seen... Is this really what we pay taxes for ? When will the police and courts reclaim the streets ?

- I know the UKBA do check arrival passports at the Shuttle and airports, but will he be allowed back in?
- is it right that we had to let him in in the first place? Surely we should be allowed to choose who we let into this country, and who we allow to stay?
- and why was he allowed to stay so long?

Serving papers just gives them time to go underground.
I suspect one very easy way to ease our housing problems would be to round up and deport illegals.

I would still be concerned over
a - the costs involved. A flight back? Who's paying for that?
b - how come he has a voluntary course of action in this? In general, people committing offences don't get a voluntary choice.
c - why did Sgt Jones feel obliged to make that statement about the Polish community? Government and the likes of the BBC quite often make statements and decide on policy based on negative stereotyping of the whole population ...'we' are all getting fat, 'we' all drink too much etc..
I never hear the govt, the likes of the BBC, or the Police, going out of their way to make this kind of clarification when it's about the general population.
Why the positive discrimination towards minorities?

I cannot comment on the cost of the return, you will need to ask UKBA for this information, but needless to say his voluntary return would be a cheaper option than him having to go through the process of being forcibly deported.
While his criminality was the motivation for West Mercia seeking for him to be removed, we are using legislation enacted in 2006 where European nationals living in other European Economic Area countries who are not working and unable to support themselves can be deported.
EEA nationals who have been in the country for longer than three months have to be working, studying or self-sufficient in order to have a right to stay.
As for your perceived ‘positive discrimination’ from Sgt Jones, we treat crime the same wherever we encounter it. His comments were to reassure the wider community that there is not a particular problem with our local Polish community, nor for them to feel in any way targeted.

As a taxpayer, I am concerned at the policy failures that have left this country unable to control its borders, and faced with a bill.
But the 'positive discrimination' question remains.
When you arrest other people from any given community, you don't go out of your way to make similar statements aimed at other people in that community, however defined, for example by neighbourhood. And why would you?
Given the effects of immigration on wages and job opportunities for the majority, and the resulting unpopularity of immigration in general, immigration is a sensitive issue.
In the press release you refer to, Sgt Jones says 'we welcome law-abiding immigrants...'. He has no business expressing an opinion on whether immigrants are welcome or not. It is a political and sensitive issue.

Why limit your racism to people from outside the arbitrary borders of the UK rather than the arbitrary borders of Worcestershire, or Worcest city even? The free movement of people in Europe is no different from allowing someone from Worcester to go and live in Scotland.
Free your minds and you'll be able to see the wonders that living in a larger community can bring, and is already bringing. It's not immigration, or belonging to the European Union that caused mass unemployment and income disparity in the UK; its 33 years on tory policies from corrupt governments.

The biggest widening of the wages gap was overseen by the last labour administration, as was the biggest decline in health care standards and education standards. And, to my knowledge, the tories have only been in for about 3 years, preceding that, a labour administration was in power for 13 years, during which they amassed the largest debt that this country has ever seen.
I do agree with the corrupt governments bit though!

Immigration is the ultimate right wing policy, giving employers access to a large, 'flexible' workforce, tipping the balance of supply and demand, making labour plentiful, therefore cheap. Result, higher unemployment and lower wages.
The fact is, mass immigration has massively boosted our population, for no obvious benefit to the majority, and in a way which imposes all sorts of strains on the environment, housing, jobs and services.
People are entitled to resent the policy - and the postings here reflect that.

Fair enough when they sneak in but i know first hand that many worcester companies employ these people & do not do background checks.
I would urge anyone to go onto the UK Border Agency website & enter details, they do a fantastic job at picking people up when they are aware of it.
