The Police could always issue some tickets for obstruction, but that would require them to get off their ars*s.

Like many things to do with anti social issues the Police don't want to know.

If if were the job for the police to issue tickets for parking on the pavements and CAUSING / CREATING AN OBSTRUCTION, they could adress the Taxis here in Woercester who still are parking on the pavements in Foregate Street and on Double Yellow Lines, which both the Police and Traffic Wardens ignore.
