People keep calling for cyclists to be registered so they can be easily identified in case they try to ride off after a crash. However, I keep reading about hit and runs involving car drivers and not cyclists, and they already have registration numbers, yet it doesn't seem to stop them driving off.

True, but at least there is a chance that the car can be identified whereas with a cycle there isn't.
