SIR - I can fully appreciate why Wyre Forest District Council decided to put the Stourport Tesco plans to consultancy - because they were in a no-win situation.
If they approved the plans there would be uproar from some of the local community. If they turned it down Tesco would appeal. If they won the council would be liable to costs.
