Calls for funding for flooded families

THE Government's Rural Advocate is calling for a special fund to help families and businesses recover from environmental disasters, such as the flooding that hit parts of Worcestershire and Herefordshire last summer, and livestock diseases.

In his second annual report to the Prime Minister, Dr Stuart Burgess said one of his most telling visits during 2007 was in the wake of the widespread flooding at Evesham, which highlighted the growing need for additional support to be made available to communities and companies affected by uncontrollable events.

"Farming and the difficulties faced by this sector figures prominently in the report and I have drawn attention to problems faced in the wake of unprecedented levels of flooding and incidents of animal disease last year," he said.

"While I remain hugely impressed by the energy, industry and determination of the farmers, there is a real need for a recovery fund to be agreed for future incidents so companies can have a fair chance to maintain and restore their activities."

Dr Burgess travelled the length and breadth of the country during 2007, talking to communities, educational establishments and parish councils in a bid to provide an insight into the aspirations, experiences and concerns of people living in rural England.

His tour clearly identified issues around the availability of housing, sustainable living and a strong educational offer. Also the challenge of supporting traditional industries, while maximising new opportunities.

The lack of affordable homes to rent and buy continues to be the single biggest issue highlighted to Dr Burgess on his visits.

Dr Burgess sets out a wide-ranging package of actions where leadership from government is required to tackle the issues people raised with him to ensure that rural areas continue to thrive.

His recommendations range from tapping into the strengths of the voluntary and community sector, to encouraging rural communities to contribute to tackling climate change and enhanced powers for parish councils.
