Pizza takeaway given thumbs-up


A FORMER library in Worcester will be turned into a pizza takeaway despite major concerns about the impact it will have on littering in the area.

However, neither the city council’s head of cleaner and greener Mike Harrison nor West Mercia Police objected to the plans for the former library in Cranham Drive, Warndon, even though local police officers had voiced concerns to a city councillor.

Also, we previously reported in your Worcester News how nearby traders had claimed a new fast-food outlet could damage their businesses, which are already struggling, and lead to an increase in anti-social behaviour.

At Worcester City Council’s planning committee meeting, Councillor Alan Amos, Warndon, said he had met local police officers to discuss the application.

“They have grave concerns about litter problems,” he said.

As a result Coun Amos said he wanted the owner Besnik Meci, of St George’s Lane North, Barbourne, Worcester, and his wife – who have 12 years’ experience in the trade – to clean up outside their premises at the end of every working day, a bit like KFC do on and around the Elgar Retail Park.

However, Alan Coleman, development control team leader, said that would be hard for his officers to enforce. A fish and chip shop already operating nearby does not have to carry out such a task.

Coun Mike Layland said he had concerns about the application because of the litter problem but Coun Paul Denham said he did not think discarded pizza boxes are likely to be an issue as many people tend to take them home.

Coun Roger Berry asked whether extra bins could be provided in the area but Mr Coleman said it would be difficult to suggest where they would be best placed.

However, it was agreed that the possibility of replacing the current bins with bigger ones would be discussed.

Coun Keith Burton said that as police already operate in the area he thought they should issue heavy fines to anyone they see littering. “It wouldn’t take long for word to get around,” he said.

Meanwhile, the committee also heard the city’s planners want the new owners of the library unit, empty since it fell victim to council funding cuts in 2007, to remove the unauthorised metal shutter protecting the front of the shop from vandalism and replace it with an approved one.

Coun Amos said: “It just seems a bit daft. It’s more cost to a small business.”

The application was granted with nine voting in favour and two against, while one abstained.

In answer to requiring the Take Away Pizza shop to clear up their rubbish outside, Why not also require the Fish & Chip shop to also clean their mess up, created by their customers.
Is everything too complicated for our poor out of touch councilors to understand?

It might sound simple & convenient but do the Council have those powers? & how could they 'require' it without the fish & chip shop owners also making a planning application to which that condition could then be attached? I would have thought that such a step would require new primary legislation by central government.

Local Police Officers "have grave concerns about litter problems".
.
I thought the Police had washed their hands of litter like most other things. When was the last fine for littering issued by a Police Officer I wonder.

Any litter, as with KFC, McDonalds and any food outlet is left by inconsiderate customers. Although making the businesses themselves take some responsibility would show good will to the local community you will never stop the lazy members of society from leaving their left overs for others to clear up. Be it cigarette packets, sweet wrappers or chip papers the bone idol will never learn unless they are caught and punished.

I noticed by the Plumb Center at Blackpole there was a lot of rubbish - all seemed to be from KFC, although I thought KFC were committed to clearing up the rubbish. The litter around the City is really quite bad - quite a lot from take-away establishments.

I can't help thinking that this is indicative of just how pathetically c*** this country is becoming. We have poor standards of literacy and a major problem with obesity in this country, and everyone in power does lots of hand wringing over what could be the cause of these problems! Closing librarys and turning them into Pizza shops...............
...does it need to any clearer? anyone who tries to tell you that it is not that simple needs to move because they depriving a village somewhere of an idiot!

I'd always prefer to see a building being used, even if it's a former library being used as a Pizza Parlour, than being left derelict and unused.

I think youv got a point there, Tulstar while it’s a shame to lose a library, I don’t think people should concentrate on what it is being replaced with because its way to easy to come to the conclusion books out pizzas in. Its good its being used, and with the development of a super library in the city centre along with the upgrades to existing libraries around other areas of the city I don’t think we have a bad situation as it stands.Iv got to add the refurb of ST Johns library is looking great.

It should be legal to kick someone up the Jacksy if you see them littering/dog fouling, not only would it help prevent litter it would be great fun.

Haha, I agree! If there's one thing that winds me up more than anything else, it's people who let their dogs s**t on footpaths and areas where people regularly walk and play, and don't even have the common decency to pick up after them!

OK, so it's different if you're walking through fields and the dog goes off to do it's business - but it's unacceptable when it's in a public place, for example Gheluvelts park which I rode through the other day and saw a man walking his dog, who then WATCHED it take a s**t on the side of the path, called it, and walked on!

I hear people muttering "yes, but what if the owner doesn't have anything to put it in"... Well then the owner should use a stick or whatever is to hand to move it somewhere where people aren't likely to tred all over it. And the next time they go out they should take an extra bag, just in case - the inconsiderate sods!
