A PLAN to create a touring caravan site at Hill Bee Farm, Welland Road, Upton-upon-Severn, has raised objections from town councillors.
From occasional use as a club site, it would become a "proper" caravan site, with 19 separate pitches, said Simon Wilkinson, at Tuesday's meeting of Upton Town Council.
"It strikes me as being excessive," he said.
"There used to be a carpet store there, with the owner living in a caravan on the site. Then the store became a bungalow and it became a club caravan site.
"Now we have this further stage of development and I think it is a stage too far."
Tina Dickson said there was a shortage of accommodation for visitors to Upton's summer festivals and the additional sites would be welcome during the season.
"It's out of town and out of sight, so I don't see how we could object," she said.
But other members felt the proposal, which includes a shower block, would be over-development of the site.
They were also concerned about extra traffic.
