A COMMUNITY leader for Droitwich Spa has raised a glass to new licensing laws.

Wychavon district councillor Don Lawley, of Droitwich, said he welcomed the changes to the laws.

The authority's licensing committee, of which Cllr Lawley is chairman, set out its new policy at a recent meeting.

"We welcome the challenge and opportunity to take on the role of licensing in Wychavon," said Cllr Lawley.

The new act is set to simplify the complex framework that regulates the supply of alcohol, the provision of entertainment and the sale of hot food at night.

It also aims to prevent crime and disorder and public nuisance and protect the safety of residents and children. It is the first substantial change in 90 years.

Holders of existing licences will be able to apply to the district council for their licences to be transferred into the new scheme between February and August 2005.

The change will affect more than 350 businesses across the district, including pubs, clubs, cinemas, restaurants and shops.

Conservative Cllr Lawley, who is also on Droitwich Town Council, continued: "Wychavon expects high standards from its licensees and its licensed premises and values the benefits that well run establishments can bring to the district.

"This policy articulates the fair, open and balanced measures that we need to take to ensure that the rights and needs of all Wychavon's businesses, customers and residents are considered when making decisions at a local and accountable level.

"We will ensure this policy is regularly reviewed and that all interested parties are given the opportunity to take part in the process."
