Malvern's historic Aldwyn Towers is to be turned into nine flats.
Despite concerns about parking on St Ann's Road, Crystalight was given permission to convert the vacant Grade II listed building.
At the southern area planning committee on Tuesday, the chairman of St Ann's Residents' Association David Bryan-Wigfield said nine units was too many for the site. There were concerns that cars would overflow from a new parking area to the north of the building and block St Ann's Road.
But Coun Philip Rumney said: "It's the chance to deliver accommodation that's highly sought after and sorely needed."
