Ledbury was crowned overall Heart of England regional winner in the Britain in Bloom awards.
The town also won a gold medal and topped the town category.
Chris Clarke, who got an individual achievement award for her work over 12 years, said: "The results were a total surprise."
There was also an award for Hillstone School pupil Alex Jupp, believed to be the first ever given to a child by Heart of England in Bloom.
