Public toilets on Hanley Road in Upton are due to be refurbished within weeks.
They were closed by Malvern Hills District Council in April on police advice, following reports of indecent activity.
The toilets reopened in June and are to be modified to try and address the problem.
Ivor Pumfrey, head of environmental services at MHDC, said the prices quoted were higher than anticipated and the contract was still out to tender. Work could begin within the next few weeks.
