Malvern's new dental centre will not open until February because building work at the site is not yet finished.
The centre, in Osborne Road, has cost an estimated £270,000 and was due to open in January.
Janet Ferguson, spokesman for the South Worcestershire NHS Primary Care Trust, said ownership would not be handed over until building work at the centre was finished and an inspection of the premises had taken place.
She said dental equipment would be put in once the handover was completed.
