WHY is it that people that commit "minor" crimes that carry a jail sentence are more often than not let off with a caution for a first offence?

Speeding is not an indictable offence and if it is not about collecting revenue, as we are continually being told, why aren't "minor" speeding first offenders let off with a caution? I am not condoning speeding at all. It just seems that there is an imbalance, in the main, to normally law-abiding citizens.
