ANTI-social behaviour and people swimming in the Gullet Quarry at Castlemorton has prompted the Conservators to apply for planning permission to shut the existing car park.
Members want to build a new car park near Swinyard Hill to prevent people parking their cars by the quarry.
Director Ian Rowat said: "We get quite a lot of anti-social behaviour there and swimming in the gullet is dangerous. There have been three drownings in the last five years, so we hope closing the car park will prevent that."
Mr Rowat said the planning application to Malvern Hills District Council included spreading soil over the car park to turn it into an informal grassy area.
The existing road will only be used to provide access to a nearby house, with visitors encouraged to park at Swinyard Hill.
Gullet Quarry used to be a working quarry and the road went past the quarry and joined the road on the other side. It was never closed as a highway, so the Conservators applied for a traffic regulation order to close the road six months ago and the work on the car park will only start when this has been granted.
