TWO Worcester nightspots have failed in their bids to extend their opening hours.

Last night's decision by the city council's licensing committee could make it less likely that other pending applications are approved - much to the delight of residents.

Last night, the committee rejected applications by Tramps, in Angel Place, and Le Mango, in Angel Row.

Residents of Bridge Street are hopeful that when they meet again next Monday, councillors will also reject the applications by Bamboo, in Cripplegate Park, and Bushwackers, in Trinity Street.

"It seems as though we might be in a stronger position," said Vince Tregus, who represents residents.

The committee, chaired by Councillor David Clark, voted by six to three to reject the applications until there was more clarity in the law.

The Licensing Act 2003 allows councils to extend opening hours - but they have no power to alter the times when alcohol is served until new licensing laws come into effect, which may not be until 2005.

This means the nightspots would only be able to serve soft drinks during any extension.

"The council cannot finalise its policies until full guidance is available," said Coun Clark.

The decision was backed by West Mercia police.

"It would be premature to extend the hours until control measures can be put in place," said spokesman Sgt Peter Hughes.

"If a place put in an application to operate until 4am, for the last hour there should be a measure to play 'chill-out' music rather than hard dance, to calm people down."

Tramps had applied to extend its Sunday opening hours from 12.30am the following morning to 2am (4am on bank holidays).

Le Mango applied to extend its hours from 1.30am to 2.30am the following mornings on Monday to Thursday, and the Sunday opening times from 12.30am to 2am on Monday (4am on bank holidays).

Dean Hill, general manager of both clubs, remained upbeat after the meeting.

"It was something we were kind of expecting, but when the council take control of the licensing, all this will be reviewed again."
