PARISH COUNCIL: Draft Minutes of meeting held on Wednesday, July 16 at Birlingham Village Hall

Present: Chairman: Mr Chris Reynard, Vice-chairman: Mr Tony Hall, Councillors: Mrs June Hiden, Mr Paul Hiden, Mr Mark Smith, and Mrs Pat Farey District Councillor Mr Peter Wright, county councillor, Mr Adrian Hardman, one member of the public.

Apologies: Cllr Andy Daymond-King (out of the country).

Minutes: The minutes of the meeting held on May 14, a copy of which had been circulated to all councillors were agreed as a true record and signed by the chairman.

Application for Rural Rate Relief by The Swan Inn - it was proposed by Tony Hall and was resolved that the council would give financial support for the years 2002 to 2004 of £102.58. This support will be reviewed annually.

Wychavon Parish Games - It was agreed to ask any previous team members and to advertise for a replacement organiser.

Condition of roads/verges - It was noted subsidence had caused burst pipes around the village and potholes are only marked over a certain size. Clerk to respond to WCC letter of June 5.

Signs - it was noted that Highways need supporting evidence of HGVs getting lost when entering the village, that is; registration numbers, where, when and what problems arise. This is to justify money being spent on any new signs.

Alms House Trust nomination - It was proposed by June Hiden and resolved that Mrs Christine Hiden be nominated for a trustee. Clerk to respond in writing.

Footpath report - Clerk to liaise with Pat Farey to send letter to landowners where clearance of footpaths is their responsibility. Council has sought advice about tendering for work to be done.

Parish Plan - It was agreed to register an interest, clerk to action.

Financial Matters 2002-2003 external audit - Statement of Assurance was approved 2002-2003 internal audit has been carried out with fees of £58.75. It was advised that VAT and tax be claimed back. Clerk to reply to John Hill's letter of May 14 to confirm agreed duties and fee. 1999-2001 external audit - has been completed and sent to KPMG. 2001-2002 internal audit - none has been carried out however Clement Keys will accept Annual return as this was the first year of a new system.

Insurance - it was noted public liability claims, awards for damages and their legal costs has led to increased premiums. It was agreed to get an alternative quote before next year.

Bank balance - the current financial situation discussed and agreed that this would be a regular item on the agenda.

The clerk provided the following information on expenditure to date:

The clerks pay and expenses to April 30 - £370.68. £25 for election expenses. £15 wreath to Royal British Legion. £1,250 plus £300 to the village hall. Annual insurance premium £242.90.

Annual membership fee to Worcestershire CALC (County Association of Local Councils) £73.70.

Correspondence - it was noted that all items should be addressed to the clerk and a notice to this effect will be posted.
