RECYCLING is a statutory requirement, therefore an issue that cannot be avoided.
The county council has shifted its responsibilities on to district councils and this should be viewed as an opportunity to do the job correctly.
It need not necessarily mean a rise in Council Tax as recyclables are a source of revenue and properly run schemes should create local employment and be more cost-effective than other unacceptable means of dealing with used materials.
To the district councils, I would say do not be pressured into trying to solve the problem before you know what the problem is.
By this I mean that you cannot know what the problem is until you have measured it. This will take time.
To the people of Wyre Forest I would say, it is your problem too. Get involved in finding a solution.
