MOBILE phone operator Orange has been given permission to add a 60-centimetre dish to the television mast on North Hill.
The firm has also been allowed to replace several other antennas on the mast.
Members of Malvern Hills District Council's southern area planning committee held a lively discussion on the applications at their meeting on Wednesday night.
Objections from the public cited health worries and the mast's impact on the Area of Outstanding Natural Beauty.
But Coun Roger Hall Jones (Priory) told members their hands were effectively tied having lost a planning appeal on the issue several years ago.
