THE question of whether Malvern should have a free library was exercising local minds 100 years ago.
After a lengthy debate, Malvern Urban District Council voted that it should. One member said that "public libraries were as essential for moral and mental well being as good sanitary was for health and physical welfare." The council agreed to write to the millionaire philanthropist Andrew Carnegie, who had made many donations to found libraries in the past.
