A TEENAGE tearaway who terrorised a Worcester community has had his anonymity lifted and been given an Anti-Social Behaviour Order banning him from neighbourhood "hot spots".

Fourteen-year-old Wayne Bateman was told by District Judge Phillip Browning he was a "confounded nuisance" as he lifted reporting restrictions on the teenager's identification.

Adrian Keeling, prosecuting, said making Bateman's name public and using an ASBO was essential to help the police enforce the order and to help protect the community, Worcester magistrates heard yesterday.

Bateman's behaviour had not improved in recent months and the teenager did not dispute that his actions had been disruptive.

"It's necessary for protecting that area that an order be made," he said.

Barry Newton, defending, said the rate of Bateman's offending had "reduced dramatically in recent months".

This was due to him being the subject of an Intensive Supervision and Surveillance Programme (ISSP), keeping him under strict supervision orders.

He said enforcing an ASBO would be the stick and the carrot for Bateman, as would be a review of the ASBO for a sustained period of good behaviour.

"This is about you and the main concern is to make sure you do not make a confounded nuisance in the place you live," Judge Browning told Bateman.

"I'm satisfied you have acted in an anti-social way. We need to protect people in this city."

Judge Browning said Bateman was a "persistent young offender" and should be placed on an ASBO at his previous "hot spots" until December 21, 2005.

Bateman is now banned from numerous places around Cranham Drive, including a garage, council buildings, an old age pensioner's home and the shops and area outside Cranham Drive.

Warndon Library, St Wulstan's Church and Vicarage and the grounds of Elgar Technology College are also off limits for the teenager.

Bateman is also banned from riding a motorcycle on any road until he has a full license and cannot ride it on any land to annoy anyone.

He cannot throw anything at still or moving cars and cannot interfere with vehicles in any way.
