PARISH COUNCIL: Minutes of meeting held in Lower Moor Village Hall.

Footpaths: The Clerk advised that Bridleway No. 13 has been re-opened. The pathway has been cleared, new signs provided and the Evesham road gates has access handles fitted.

Highways: The Chairman and Parish Clerk visited the WCC Highways Department. A number of issues were raised including white line marking throughout the village, resurfacing of part of Church Lane, surface road condition, Salters Lane (potholes/defects).

The removal of a 30mph speed sign at the farm end of Salters Lane was brought to the attention of the Highways Department.

Parishes Youth Project: Mrs Olivia Smith has offered to support and represent the Parish Chairman at the Five Parishes Youth Project.

Notice Boards: The Clerk advised that a new parish council notice board and a footpaths and bridleways map board have been installed.

Skips: The Clerk has written to WDC requesting a service for collecting items for disposal.

Cllr Marshall reported on the meeting he attended of the Burial Liaison Committee. Nine staff will be on site 24 hrs a day all year round to monitor the water course and leachate parameters for the next twenty years. The burial pits are being capped and restoration of the site will take place over a period of time.

Housekeeping: The Clerk advised that the ditch along the main road from the north end of the Playing Field to Salters Lane has now been cleaned of rubbish. The verge along Blacksmiths Lane will be maintained twice a year.

Golden Jubilee Celebrations: Cllr Lampard updated the meeting on the continued progress of the Golden Jubilee Working Group. The Parish Council wished to place on record its thanks to all involved and for the tremendous effort that has gone into the planning of what will be a significant three day parish event.

New Parish Council Code of Conduct: The Parish Council has agreed to adopt the code.

Police Community: Cllr Martin reported on her recent attendance at a Police Community Meeting it was felt that parish interest in these meetings was waning due to a perceived lack of support from the police in rural communities. Cllr Gordon, having had a brief review of the policing plan, commented on some of the issues listed. An item highlighted was the appointment of just one 'on the beat' officer for Evesham. Fifty-six police officers had been recruited, yet the Council Tax for the Police had increased to allow for 300 new officers.

Web Site: The chairman reported that The Parish of Hill & Moor now had its own website under www.hillandmoor.co.uk thanks to the generosity and initiatives of Capt. Derek Floyd.

Landfill Site: The clerk reported that contact had been made with the Landfill site reference a recent change to high sided skips which had caused loading difficulty. The council was advised that the skips, following a management efficiency assessment, are now back to their original size.

Boundaries Commission: Hill & Moor Parish Council acting in support with other parishes in the Pinvin Ward has successfully opposed the transfer of Bishampton parish into a new two member Inkberrow and Lenches Ward. The next meeting including the AGM of the Parish Council will be on May 2 2002.
