DEAR EDITOR - One or two correspondents have claimed Bromsgrove District Council's housing transfer proposals would adversely affect rent levels and alter their Right to Buy.

This is simply not true.

Rents are going to rise whether tenants vote in favour of transfer or not. But they will rise only in line with new Government rules, which say that within ten years similar properties must attract similar rents - regardless of who their landlord is.

There is no way a housing organisation could 'sneak' in unauthorised rent rises.

Firstly, the Housing Corporation - the Government's housing watchdog wouldn't let them. Secondly, tenant members on the board of management would blow the whistle rather loudly. Thirdly, the council would have a legally binding agreement with the housing organisation, and would take it to court if it broke its promise.

If tenants vote in favour of the transfer, their current Right to Buy would become the "Preserved" Right to Buy.

The difference is virtually non-existent and certainly would not diminish tenants existing terms and conditions.

Discounts built up with the council would carry over and continue to build to their maximum.

The council fully understands that some tenants will be concerned by big changes, and anyone who has further concerns can currently call the council's Head of Housing Services on (01527) 881270.
