Alcester's Mayor fears some town councillors could step down from office because of the intrusive nature of a code of conduct they have to sign.
The town council has a few weeks to sign the document, which has been brought in by the Government for parish and town councillors.
Wendy Weatherhead claims the questions the council now has to answer are probing, personal and 'over the top'.
This comes after councillors from both Wythall and Feckenham resigned because they refused to sign the document.
