Projected population growth in Stourport was one of the key reasons cited by town council members in favour of a proposed bypass.
The comments came in a document produced by a working party of councillors due to be sent to Worcestershire County Council, who are considering the £25 million scheme.
The report confirmed the council saw the relief road as "fundamental" to solving Stourport's traffic problems.
