HILL & MOOR PARISH COUNCIL: Minutes of meeting held in Lower Moor Village Hall on September 6.

Parish Map: Mrs Sheldon of the WI displayed a parish map for the year 2000 of Hill & Moor and indicated the key areas of interest. Many persons within the parish were involved with this project. The Parish Council was pleased to finance the framing of this map that will then be hung in the Village Hall.

Beat Manager: The degree of anti-social behaviour that continues in the area of the village green was discussed with the beat manager. PC Storr was asked to produce an overall prevention plan that included increased surveillance of the area at meaningful times. As a direct result of very specific concerns and to assist the beat manager the clerk was requested to write to the senior police officer for the area.

Mrs G Hall: Mrs Hall, one time chairperson of the parish council and a long serving councillor, was presented with a card and flowers on her retirement. The chairman and vice-chairman paid tributes in recognition of her valuable work.

Village Green: Installation of the small pedestrian gate to the entrance of the green now completes work in this area. Replacement of the last few missing fence panels is now a sponsored activity and will be addressed at earliest.

Roads: The programme of work discussed with the highways dept has resulted in a significant number of road defects and drainage issues being cleared throughout the parish. Follow on actions will continue and a September programme meeting has been arranged with WDC.

Foot and Mouth: Cllr Marshall reported on his attendance at the July burial site liaison meeting. It is his understanding that it is unlikely that any more carcasses will be buried at the Throckmorton site unless there is another major outbreak. The land will eventually be restored to its original condition in conjunction with British Heritage.

Planning: An Application by Mr Newman of Hill Furze has been made for the demolition of a garage to be replaced with the construction of a double garage with bedroom and en suite above. Mr & Mrs Amphlett of Manor Road - demolition of existing utility room to be replaced by two-storey side extension, new kitchen, utility space and garage with two bedroom and en suite above.

District Issues: Planning authorisation has been given at the landfill site for the installation of a pipe-line and new access from St. George's Lane in Wyre Piddle. Planning has been refused for additional tonnage of waste to the site, and a deferral exists with respect to increased operational hours. Resubmission of Planning Application for the erection of buildings at a local farm has raised concerns reference distribution and transportation issues.

Golden Jubilee: The parish council will co-ordinate with other groups in the village to plan festivities. A jubilee fund set up in 1977 has been renamed The Hill & Moor Sports Day Club. The trustees of this fund will be selected representatives from the village hall committee and the parish council

Electoral Wards: C Cllr Liz Tucker spoke of the proposed new parish boundaries. This council is opposed to any fragmentation of representation that could lead to dilution of matters associated with surrounding areas, particularly Throckmorton airfield and the landfill sites. Cllr Martin is to attend a meeting on this subject and will inform the Council of the outcome at the next meeting.

General: Mr F Roberts will give a talk on the water meadow conservation area at the next meeting. The clerk to write to a local farmer/market gardener with regard to the recent environmental health conditions caused by workers on the land he cultivates.

The clerk to write to the County Council re footpath No 13. It is understood the WI in support of the parish council will be walking the paths throughout the village in October.

Parish Floral Displays Project - A successful 4 year sponsorship bid: A programme of work has been produced and a core team is in place. The programme will concentrate on (a) creating the momentum to produce a yearly floral display with the ultimate aim of winning a national award and (b) setting in motion a parish floral competition to link in with our Golden Jubilee celebrations. Date of next meeting is October 4.
