How inconsiderate of those seriously-ill patients to expect that there might be a bed for them. They should of course have formed an orderly queue and been ill at regularly spaced intervals to ensure that all beds were kept full at all times, so avoiding the wasteful situation of beds actually being available in an emergency.
Perhaps the residents of Ledbury and Hereford could plan their illnesses well ahead, so avoiding these unfortunate bed crises.
