YOUR correspondent, B Pratley, (You Say, September 5) is probably unaware that the bylaw to which he refers applies only to swimming in canals and in the vicinity of locks.
A subsequent resolution purporting to extend it to other waterways is in all probability ultra vires and likely to be challenged in any court hearing.
