Attempts to site a mobile phone mast at Bowling Green, Powick, have been stopped
Proposals for a 15-metre high mast were originally refused by Malvern Hills District Council's area development control committee.
A appeal lodged by communications company Hutchinson 3G UK Ltd has now been dismissed by a Government inspector. In a report, the inspector said the mast would have detrimental effects on the appearance and character of the area and on the health and well-being of local residents.
Council officers had recommended the plan be approved.
