Public toilets in Great Malvern, West Malvern and Upton will be closed under a programme set out by Malvern Hills District Council.
The programme, which was approved at an executive committee meeting on Tuesday, includes closing toilets in Victoria Road, Edith Walk, and the Dingle, West Malvern.
Upton's High Street toilets will be closed, and if a buyer is found, sold off completely.
If not, they will be mothballed and opened only for public events in the town.
The council intends to make £226,000 of improvements to remaining conveniences.
