SIR - Alun Cure described George Cowley as mindless and prejudiced against Tory reforms (Letters, April 21) I do not think Mr Cure's argument is strengthened by such remarks.
His letter then made an unsubstantiated claim about the Tory Party's second reform act; it credited the Tory Party as the party that provided a major landmark in democracy, universal health and education, which benefited the working class. Well, I found Mr Cure's vague and non-too-specific claim hard to believe, so I wonder if he cares to enlighten the readers of this column, which Tory administration was he referring to and which political party introduced, presumably, the first reform act?

Worcester.
