WHILE the people of Redditch will no doubt want to congratulate Jacqui Smith on her promotion to the Cabinet, they will also be asking themselves whether this promotion was the result of:
a natural progression based on competence and ability, or
a reward for unswerving loyalty to Tony Blair.
I'm sure that by the next General Election, the answer will be crystal clear.
