Lack of interest is threatening the Young People's Council set up by Malvern Hills District Council.
Attendance has dropped sharply, with just two people at the most recent meeting.
After the Young People's Council was formed, its successes included a Community Safety Day at Lyttelton Well, an anti-drug theatre production and support for the inaugural Upton Youth Event.
At the district council's executive committee meeting on Tuesday (August 29), members will decide whether to continue supporting the Young People's Council.
If the council wants to keep up a dialogue with young people, it could set up a youth network involving existing school councils and youth groups. It could also get involved in Local Democracy Week later this year.
