THOMAS Allen, aged 22, of Archers Close, Malvern, swore repeatedly at an Elgar Housing Association employee after she refused to rehouse him, magistrates heard.
Kriss Ewing, prosecuting, said the incident happened on Tuesday, June 13, when Allen came into the Elgar offices demanding to be moved because he had been assaulted outside his house.
She added: "It was explained to him that he didn't fit the criteria for an immediate move and he then got very angry and started shouting abuse at her. His girlfriend tried to calm him down but he continued being angry. She was trying to hold him back by his left arm but he was lunging over the counter shouting at the officer."
Allen admitted using threatening or abusive words or behaviour and was fined £85 plus £55 costs.
District Judge Bruce Morgan said: "If I could give you one piece of advice it would be to follow your girlfriend - she seems to be better at handling these things than you."
Allen, who said he was not working because he had been stabbed and shot in Northern Ireland, told the court he wanted to be moved because he was being harassed and had been assaulted.
