An Oxford University study found that the EU-born population is almost a quarter of a million about 12% higher than at the time of the 2011 census. The EU free market rules allow workers to seek jobs wherever they can find them. Some will settle here whilst others will return.

Some councils are having to deal with increasing demands for services at a time when their budgets were declining. The government is responsible for migration policy at the borders but all migration ends up as a local government issue; grants do not spread themselves equally across the country. Nigel Farage of UKIP which wants to limit migration thinks that the party has been proved right .

Madeleine Sumpter, Director of Migration Observatory at Oxford, said: "This data shows what are the difficulties of local experiences of migration. They carried out this analysis to provide a resource for anyone looking to understand local demographics of migration in the run-up to the general election." This analysis comes a week after official estimates of net migration to the UK reached almost 300,000. That total is three times higher than the target set by Mr Cameron.
