THE screeching wail of scrap metal dealers is driving people to distraction, councillors have been told.

The familiar cry of “scrap iron” and “any old iron”, often preceded by the call from a battered bugle has been echoing around the lanes of Kempsey, near Worcester, entirely too often for villager Martin Bennett, of Napleton Lane.

He said he had no problem with the principle of scrap metal dealers travelling around for trade, but he did take issue with “this sort of noise” when they are hawking for odds and ends as they drive slowly past people’s homes.

Problems of noise have been reported both in Worcester and Redditch.

“I understand some calling out is permitted in law for hawkers, but not leaning on horns or, in one case we had last week, holding an air horn out the window for periods of an hour or more,” he said.

He asked a Kempsey Parish Council if anything could be done about the noise issue.

Councillor John Michael, council chairman, said it was a “wider problem around the county.”

One of the ward’s district councillors Adam Rea said Malvern Hills authority looked after issuing any waste carrier licences, which must be displayed on all the vehicles.

But noise complaints are handled and tackled by Worcestershire Regulatory Services officers, with powers to act under the Environmental Protection Act.

Coun Michael said it was “hard to control” the scrap dealers but the council would talk to the local police officer in a bid to make the dealers “more user-friendly”.

His colleague Coun David Harrison said the separate issue of un-licensed scrap dealers had been “all but eradicated” after a crackdown by the district council.

Steve Jorden, regulatory services chief, said unless the noise was amplified they had little power to act in law.

“We can’t really do anything where people are using loud hailers or bugles and horns,” he said.

“Where they’re using a loud speaker system – an amplified system – we can, but then it’s a matter of catching them and they are by their nature transient, so that can be hard to do.”

He said dealers could be, and often were, “spoken to about noise” either in writing, by phone or face-to-face during routine stop-checks, particularly if complainants supplied vehicle registration numbers or dealers’ vehicle branding.

“Most are happy to take the advice on, but there are one or two who know the letter of the law and are less helpful,” said Mr Jorden.

Surely the local authority should take action, whether it be Worcester City, Wychavon or Malvern Hills.
They all are required to take action in the case of complaint about noise nuisance from the following - Animals e.g. barking dogs, Commercial / industrial e.g. extraction fans, Leisure e.g. clay pigeon shooting, Construction / demolition e.g. plant noise, Audible intruder alarms e.g. house or car and of course Street e.g. ice cream van chimes.

They're here on St Peters at least once a week. A few blasts on the horn outside the house wouldn't be a problem, but the trouble is you can hear them going all round the nearby roads, so an hour is not unusual. They've started doing it at weekends now as well.

I can't say it has ever bothered me, a couple of minutes noise once a week, if that. Maybe a new bugle or a few different tunes would liven things up a bit though. The different calls are always fun anyway.

It's nowhere near as annoying as cars driving round with music blaring out, for instance. If you can call it music. Might as well just bang on a bin lid with a lump hammer. Baaaah.

Incidentally, I know someone who, as a youngster, was told by their parents that when the ice cream van played a tune it meant it had run out of ice cream!

I love the scrap metal dealers noise. It is very English and very amusing. People need to stop being so grumpy. If they were doing it at 10pm it may be a problem but they aren't.

Well what you have to understand MrSJ is that I work from home, so an hour of bugling/horn blowing/dodgy microphone noises is really a distraction when added to all the other noises like car alarms, burglar alarms (we've had two electricity interruptions today which always starts all the house alarms off!), people who play thumpety thumpety music in their cars, kids shouting abuse at each other, planes flying overhead, lawnmowers, diy, BARKING DOGS, etc etc etc. It's a wonder my clients ever get their work finished. And now, just as I finish typing this another alarm is going off somewhere...grrrr

It's a lovely traditional British noise. Shame there aren't more human noises around on the street, like children playing, people chatting, walking. All we have is the constant drone of motor vehicles.
They're saving a few motorised trips to the tip anyway

only today I was listening to the racket of a horn blaring and someone yelling scrap metal repeatedly for half an hour! Drove me nuts.But what really annoyed me was the fact that the other week they came down my drive and walked off with two washing machines without asking first!!!They were only outthere for 3 hours. That was my scrap and they trespassed to steal it ! not acceptable

In my street you get at least one a day, with the horns and shouting all the local dogs start barking aswell, including mine. We had a washing machine outside for 2 hours yesterday until my brother in law picked it up, we had 2 scrap men knock the door in 2 hours. No one would mind once a week but if you are in bed after having worked nights , at least once a day these shouts and horns and then dogs barking dont make for a good sleep.
They should be told to keep the noise day and only be allowed an area once a week.

Oh Dear, I agree that the Scrappies give a free service, (have you inquired how much it is to have a washing machine taken away?) and the wailing of the Bugle is quite irritating, but they are ether coming round the streets to give a service or taking the Manhole covers. Some Choice eh?

I was planning on taking my scrap to the deales myself so making myself a bit of money. Instead they stole it so not only am i out of pocket but i have to put up with their wailing and know they are making a nice and no doubt tax free living .

these guys regularly pass by my house within approx 8 feet of the front window, i have no problem with this..in fact i think it is entertaining..listen
ing to the klaxon & the shout of " any old iron" etc...i think they do a great job, as it is very difficult to get rid of heavy old bits of metal,iron etc...and these guys do it for free..so good on em i say & may they carry on !

I must just be a country bumpkin.I admit defeat its perfectly ok for my possessions to be stolen from my front drive.I don t mind the noise and praise be to the scrap man for all he contributes to society.ps whats a jerky.I thought it was a beef related product eaten by cowboys....

You are correct a jerky is a dried beef product a jakey however is not ;- ). Im glad you now agree with me about the merits of keeping a tidy front garden, and the service the scrap man gave you is appreciated.

in our street it is every single blasted day, not just once but at least three times! one who plays steptoe and son music that you can hear from three streets away so it takes some time for it to come and go, the other two either play a bugle or press constantly on their horn.
It IS an inconvenience as it always wakes the baby before her time and sets the local dogs off howling and barking. You can't say anything though as they would come back later and break your car windows!
And at the same time does anyone else wonder what they do with the bits they have no use for? let me guess they are part of the rubbish strewn about the sites they are forced off when evicted by law abiding land owners, get real people when you give these low life your unwanted rubbish to save yourselves getting off your butts to go to the tip you are adding to a massive problem of fly tipping, non payment of taxes and encouraging these lowlife to break the law and not get a real job like the rest of us downtrodden nation!!

Depending on where you live and how many times a day they come round ! I am ex worcester and now Dudley Borough, The bugle/horns have been banned over here now, they are still allowed to shout, but face heavy fines if found blaring out the irritating off tune air horns or whatever they are. I have no problem with them collecting, after all they are trying to make a living, but our area is a much nicer one without that horrible noise !!, My hubby is a night shift worker and some days we were hearing the scrap man 4-5 times in 1 day !!!!. Maybe Worcester will follow and ban that horn !

Thumpety thumpety music?? What is this new genre of music and why haven't I heard of it? Perhaps it's the new rock and roll... I can't wait to hear it, where can i buy it?

I don`t mind the scrap men coming round and they have taken a few things for us and i thank them for that, my partner was fitting a central heating system for a tenant one day and he put the copper tank in the back of the car to take and weigh it in himself along with a few other bits, i returned to his house to find the scrap man eyeing up the car so we had to empty it out and store it in the garage until he had finished the job to weigh in the scrap altogether, normally the noise doesn`t bother us but one sunday morning at 8.15 we had one come round followed by another at 8.30 this is when it gets annoying,

I'm Glad WN is doing something about this. No confusion here I know a bigot when I see one. If you don't like the scrappy fine, but don't insult someone’s culture or way of life. I'm glad we have scrap vans, in this day an age you've got to make a living however you can.

Actually don't see what the method of payment has to do with it. When I was self employed I was paid cash by my customers most of the time. last I looked there was nothing wrong in that. As long as customers pay I don't mind how they do it. Scrap doesn't work like that however and if you'd ever tried it you'd know. If your self employed you pay your own tax obviously that's gone over your head. I'd love to be so narrow minded. Still I don't mind the scrappy it saves me the job and they know better than to rob me anyways.

In addition: No sorry don't like the idea of banning cash transactions for scrap. Smaller traders should be able to trade with cash. You wouldn't make all people pay by credit card at a market and there's plenty of dodgy goods there to be had. Good record keeping is all it needs. If someone is intent on breaking the law and scamming they will still do it but get smarter with it.
