Tickets are being accepted on buses, and other rail operators, GWR says.
A statement on its site says: "Due to severe weather between Worcester Shrub Hill and Oxford the line is blocked.
"Train services running through these stations may be cancelled, delayed or revised. Disruption is expected until 10am.
"First in Worcestershire & Herefordshire are conveying passengers via any reasonable route until further notice.
"CrossCountry are conveying passengers via any reasonable route until further notice.
"West Midlands Railway are conveying passengers between Hereford and Birmingham New Street in both directions until further notice."
