Why don’t they pay the quota in full?

SIR - Despite turning a deficit of £19,000 in 2006 into a surplus of £10,000 in 2007, the PCC of Great Malvern Priory has decided to pay only 80 per cent of this year's assessment.

I have never known a parish able to pay its quota in full not to do so.

That the decision is odd is highlighted by the fact that the adjacent parish of Christ Church, which has been unable to pay in full for some time, rejoices in its ability now to pay in full and, of course, will do so.
