SIR - Councillor Francis Lankester wonders why the Cathedral Ward saw such a low turnout at the recent elections.
It's almost certainly related to the fact that the ward boundaries seem designed to ensure a permanent Tory majority with all that implies.
It's fine if you are part of a privileged Tory enclave within the ward but around my way neglect and scruffiness are the rule.
