The cash-stapped National League North strugglers, who made every player available for transfer last week, now have even fewer attacking options after Colby Bishop left for Boston United.
The seven-goal former Notts County youngster, 20, has linked up with the Pilgrims after cancelling his contract with City.
He is in contention to make his United debut against Darlington 1883 at The Jakemans Stadium tomorrow while City host Halifax Town.
Hughes is now playing for City's relegation rivals AFC Telford United.
