District councillor Hannah Doyle reported on the consultation on the West Midlands Regional Spatial Survey in which she urged the parish council to involve itself as she felt it could directly affect Hallow.

Highways: Despite it being thought that gulleys had been cleared, standing water was a problem on Main Road between the village and the city. The clerk was to report the problem.

Speed limit: The clerk indicated that in response to the council's query to Mr Jameson of Worcestershire County Council regarding his statement that he was "arranging for the Traffic Order amendment to be processed as resources permit prior to the countywide review", Mr Jameson had replied to say that "regrettably, I can give no firmer indication as to when the amendments will be completed".

Byways: The clerk reported the intention of a working party to install signposts on January 14 and that the 2007/08 programme was being formulated.

Affordable housing: Prior to the meeting, a private briefing by the West Mercia Housing Group in regard to its proposals for an affordable housing development at the end of Coppice Close took place. It was agreed that a display for the public would be arranged to complete the consultation.

Hallow Flyer: A draft of the next issue prepared by Councillor Morgan was distributed and reviewed and publication agreed.

Hallow Parish Council website: Members were advised that the site was now up and running although more development would be taking place. It was suggested that the working group consider appropriate content.

Hallow Old Churchyard: Mrs Bowlcott reported on the meeting of the committee with the vicar and the submission of faculty applications to the vicar for Hallow PCC review and forwarding to the diocese.

Risk Management Programme and Inspection: Councillor Ogle submitted his report on Hallow Green And Environs and highlighted areas of concern, including: surface of the track around the Green and discoloration of marker posts; rotting and deterioration of the southern bus stop roof; delineation for drivers of the acute corner kerbs at the north-west end of the Green and dog mess. Action on these matters was agreed, the clerk to obtain quotes for work to be undertaken by contractors.

Hallow Parish Council Staffing Committee: Mrs Bowlcott reported that the committee had agreed a revised handyman's contract and job description together with one for an assistant to the handyman. It had also been agreed to advertise for an assistant and notices had been displayed on the council noticeboards. The clerk was to conduct interviews as appropriate and submit recommendations to the council.

Planning: Land adjacent to No 2 Greenhill Terrace - the erection of a three-bedroom detached house with single-storey garage and landscaped garden. Councillors were of the opinion that, as a tandem' development, this application would not be successful and made no further comment.

The remainder of the meeting was taken up with discussion of financial and more general matters.

The next ordinary meeting of the parish council will be on Monday, April 12, at 7.30pm and held in the Committee Room of the Parish Hall. Members of the public are welcome to attend.
