New Street and Friar Street were opened up to the community for anyone looking for a street party this weekend but were mysteriously quiet today (Saturday, June 4).
Tables decked out with red, white and blue balloons lined the roads but were empty for most of the afternoon.
A staff member at The Conservatory on Friar Street said: "We are just as confused as everyone else.
"We are waiting for Ladies' Day to finish and things should pick up.
"People cannot use the benches on the street for a drink this evening as they do not have an alcohol licence."
A staff member at The Eagle Vaults added: "We are just as confused. It hasn't seemed too busy at all out there today but the weather has been poor.
"However, we have got a good number of people in and expect more later after the races."
One of the members of security was also unable to shed any light on why the party failed to get off the ground in New Street and Friar Street.
One member of the security team said: "We think things might perk up later and the weather might be a factor.
"We are asking the same question though, we're really not sure why it's so quiet."
