A TEENAGER from Malvern has been fined for using an E-scooter without a licence or insurance.
Ben Clarke, 19, was fined for driving a E-scooter on Court Road without possesing a valid licence or third-party insurance on July 17 2022.
You must have a valid full or provisional UK licence and motor insurance to use an E-scooter according to the Department for Transport.

Clarke, of Skyrrold Road, pleaded guilty to both charges in a single justice procedure at Worcester Magistrates' Court on February 3.
He was fined £120 and was made to pay a surcharge to fund victim services of £48.
Clarke was also made to pay costs of £90 and his driving record was endorsed with six points.
He has until March 3 to pay the total balance of £258.
