A PLEA that councillors should observe the spirit of a ruling about the number of people in the bungalows on the Abbeydale Estate, rather than the letter, was made to Redditch Urban District Council on Monday by Councillor WFR Cardy, who succeeded in having the matter sent back to the estates committee for re-consideration.

Mr Cardy said that in the house to which he was referring there was a man and his wife, a daughter of seven and an adult son.

The son had just been married and the family had applied to the council for permission to accommodate their daughter-in-law.

To give permission would mean that no more rooms would be needed but they were being asked by the committee to refuse permission and to send the son and his wife out into an overcrowded Redditch.

He suggested it was a case in which permission could be granted without breaking their own rules.

Councillor Gregory said he thought that they ought to adhere to their own rules.

They knew these houses were not suitable for two married couples and a child.
