Planners are being asked to approve an application by Millers Tyre Services to replace its existing building in Edith Walk, Malvern.
A previous plan was refused in October because the industrial-style design was thought not suitable for the town centre. However, planning officers say the amended plans are more in keeping with the Conservation Area.
Owners Wayne and Mark Miller feared the draft Local Plan would leave no room for the 40-year-old business, as Edith Walk has been earmarked for redevelopment.
But officers say the application should be considered without relation to future redevelopment.
The plan will be put before members of council's southern area planning committee on Wednesday (December 17).
