PARKING on a pavement is not an offence. However, obstruction of a pavement is - and the constabulary seems to have abdicated all of their responsibilities in this area.
The police state variously that it is the council's responsibility, or they are undermanned, or the matter is prioritised, or central government guidelines have to be adhered to.
The police interpretation of "obstruction" has no bounds and the fact that an individual can walk around the obstruction - be it on the pavement, the roadway or private land - is their cop out.
They appear conveniently to forget the pushchair, the wheelchair, the infirm, the visually disadvantaged, the pavement cleansing machines et al.
The obstruction of the pavement is an offence and carries the prospect of an endorsement - therefore the police must act. I wish!
