GARY Webb (You Say, August 16) is not yet correct in claiming that the EU has a Constitution.
There is indeed a proposal for such an idea, but it needs to be ratified by all Member State Governments before it becomes a reality.
Many EU countries, realising the immense significance of what is being proposed, plan to hold a referendum before ratifying so that the people can decide. The UK should hold a referendum, too.
Our local MP, Sir Michael Spicer, vigorously supports this approach. So should we all.
PHILIP BUSHILL-MATTHEWS, MEP European Parliament, Brussels & Conservative Office, Sansome Place, Worcester.
