Twenty-one road signs have been stolen since Severn Trent started sewerage work on Malvern's roads in January.
Alister Foye, spokesman for Severn Trent said that signs were usually stolen but this number was unprecedented.
"We won't be holding a signs armistice but we would appreciate people returning them to our workers," he said.
