Mr Jelfs, who earlier this year retired from S&D Jelfs in the High Street, said he was surprised and delighted to hear the news.
He said: "I thought since I retired everyone would forget about me." Vice Chairman of Broadway Parish Council, Jim Clark said: "Mr Jelfs was chosen from a excellent list of nominations, for his service for many years on the Parish Council. He also still carries out maintenance work on footpaths, gates and fences in and around the village. He thoroughly deserves his award."
As a reward Mr Jelfs will be allowed £50 for his chosen charity and his name will appear on a roll of honour in the Lifford Hall. He said he would be nominating Broadway Youth Club for the cash. The community scheme was started by villager Dr Walter Wentz last year to recognise the unpaid work which villagers carry out on a regular basis.
